The Commissions of Domus Europa represent the operational and strategic pillars of our mission. Each Commission brings together qualified professionals and institutional representatives to develop concrete initiatives in key sectors. Through interdisciplinary collaboration and international partnerships, the Commissions transform vision into action, ensuring that every project reflects our humanitarian values, European principles and long-term commitment to Ukraine’s reconstruction and shared future

Scientific Committee

Mission

The Scientific Committee provides strategic guidance, intellectual leadership and institutional credibility to Domus Europa. It ensures that all initiatives are grounded in rigorous analysis, evidence-based methodologies and long-term sustainability principles. Bringing together experts from academia, public policy, economics and social sciences, the Committee supports program design, evaluates impact, and promotes high-level dialogue between institutions, research centers and decision-makers. Its mission is to foster innovation, interdisciplinary cooperation and responsible governance in all humanitarian, reconstruction and development initiatives related to Ukraine and broader European cooperation.

Sen. Marco SCURRIA - Director

Italian Senator of the Republic since 2022, graduate in Political Science with extensive experience in public administration and institutional governance. He currently serves as President of the Senate’s European Union Policies Committee (14th Committee) and has been appointed rapporteur on European migration policies within the framework of relations with the European Commission. His parliamentary work focuses on EU affairs, migration governance, strategic planning and public investment. Actively engaged in institutional and international cooperation, he promotes dialogue between academia, industry and policymakers to support innovation and sustainable European development

International Development

Mission

The Commission for Internationalization promotes the international outreach and strategic positioning of Domus Europa. It fosters cross-border partnerships, institutional dialogue and multilateral cooperation with governments, international organizations, investors and civil society actors. The Commission supports global networking, diplomatic engagement and the development of international projects aligned with European values. Its mission is to strengthen transnational cooperation, attract strategic partnerships and enhance the international impact of Domus Europa’s humanitarian, educational and reconstruction initiatives.

Legal Cooperation and Human Rights

Mission

The Commission for Human Rights and Legal Cooperation promotes the rule of law, institutional strengthening and the protection of fundamental rights within international cooperation frameworks. It supports regulatory alignment with European standards, legal capacity building and cross-border judicial collaboration. The Commission provides expertise in governance reform, compliance, transparency and contractual frameworks for public-private initiatives. Its mission is to reinforce democratic values, legal certainty and human dignity as pillars of reconstruction, social cohesion and long-term European integration

Avv. Silvio PITTORI - Director Commission

Experienced Italian attorney based in Florence with extensive practice in civil, commercial and international law. Founder of Studio Legale Pittori, he advises companies and institutions on cross-border transactions, compliance, corporate governance and contractual strategy. Active in human rights advocacy and international cooperation initiatives, he supports legal frameworks for EU–Ukraine collaboration, institutional partnerships and rule-of-law development projects, with particular focus on regulatory alignment and judicial capacity building across emerging European contexts

Health and International Medical Cooperation

Mission

The Commission for Health and International Medical Cooperation develops cross-border partnerships in healthcare, rehabilitation and medical innovation. It promotes advanced surgical programs, rehabilitation centers, prosthetic technologies and medical training initiatives, particularly in support of war victims and vulnerable populations. By connecting hospitals, universities and medical institutions across Europe and Ukraine, the Commission fosters knowledge transfer, research collaboration and sustainable healthcare development. Its mission is to strengthen medical systems, restore human dignity and support long-term physical and psychological recovery.

Prof. Dr. Alexander GARDETTO - Director Commission

Professor of Plastic, Aesthetic and Reconstructive Surgery, Medical Director of Brixsana Private Clinic and Head of the Centre for Bionic Prostheses. University Lecturer (Privatdozent) at the Medical University of Innsbruck and Adjunct Professor at the University of Padova. Internationally recognized expert in Targeted Sensory Reinnervation (TSR), bionic reconstruction and advanced limb rehabilitation, with extensive humanitarian missions and numerous peer-reviewed publications in reconstructive microsurgery and prosthetic innovation

Relations with Universities and Energy Transition

Mission

This Commission builds structured partnerships between universities, research institutions and industry stakeholders to advance education, innovation and energy transition strategies. It promotes academic exchange, joint research programs and public-private cooperation in renewable energy, sustainability and climate resilience. By integrating scientific expertise with policy and investment frameworks, the Commission supports capacity building and the development of modern energy systems aligned with European standards. Its mission is to empower the next generation of leaders and accelerate sustainable transformation

Eng. Luca ADAMI, Director Commission

Researcher at the Department of Civil, Environmental and Mechanical Engineering, University of Trento, with a Ph.D. in Environmental Engineering. He focuses on environmental sustainability, water resource management, waste-to-energy processes, circular economy and geomorphology. Luca has contributed to numerous international publications on environmental impact assessment, sustainable technologies and hydrological analysis, collaborating with academic teams across Europe and advancing interdisciplinary research in environmental engineering and sustainable systems

Great Industries and Energy Plants

Mission

The Commission for Great Industries and Energy Plants supports large-scale industrial development and strategic infrastructure initiatives within a framework of sustainability and European integration. It facilitates cooperation between major industrial actors, investors and public institutions, promoting public-private partnership models and responsible industrial growth. With a focus on energy production, advanced technologies and reconstruction projects, the Commission contributes to economic resilience, job creation and long-term competitiveness in Ukraine and across Europe.

Eng. Enrico SANTI, Director Commission

Senior Project Director and IPMA Level A certified Project Manager with over 35 years of international experience in Oil & Gas, refining, petrochemicals and energy transition sectors. He has led complex EPC and LSTK industrial plant projects worldwide, managing multi-billion-euro programs across Europe, the Middle East and Asia. Expert in large-scale infrastructure, waste-to-chemical technologies, contract strategy, interface management, and industrial project governance under the highest international HSSE and compliance standards

Landscape and Agricultural Architecture

Mission

This Commission promotes sustainable territorial planning, environmental restoration and resilient rural development. It supports projects in landscape architecture, agricultural infrastructure and green urban integration, combining ecological protection with economic revitalization. By fostering cooperation between planners, institutions and local communities, the Commission advances models of regeneration that respect cultural heritage and environmental balance. Its mission is to strengthen rural economies, enhance public spaces and contribute to sustainable reconstruction through environmentally responsible design.

Arch. Paolo PECORARI, Director Commission

Architect and Landscape Designer with over 25 years of experience in landscape architecture, urban planning and environmental restoration. Graduated from Politecnico di Milano and registered with the Order of Architects of Mantua, he has directed major public and private projects across Italy and France. His portfolio includes heritage and high-profile sites such as Villa d’Este, Villa Adriana, Villa Doria Pamphilj and interventions for the Italian Ministry of Culture

Piergiorgio BENVENUTI, Director Ambient Technologies

Publicist journalist and environmental expert specializing in urban waste management and sustainability policies. Founder and National President of the ecological movement Ecoitaliasolidale since 2011. Former President of AMA S.p.A., one of Europe’s largest integrated environmental services operators. Previously Board Member of Cassa Depositi e Prestiti and ISFOL, and advisor to the Minister of Communications. Listed as “Green Manager” by the Lazio Region. Former elected provincial and municipal councilor in Rome. Since 2025, Sole Statutory Auditor for the Rome and Rieti section of the National Association of Civilian War Victims.

Alexandra WHITE DEL GALLO, Director Landscape Architecture

Alexandra White, Anglo-Italian entrepreneur and heritage advocate, is owner of Castello del Gallo – Giardini di Orazio in Mandela, admitted in 2019 to the Grandi Giardini Italiani network. Since reopening the estate, held by her husband’s family since 19th century, she has restored its terraced gardens, seventeenth-century hanging garden and belvedere overlooking the Aniene Valley. Combining English gardening sensibility with Italian landscape tradition, she promotes tourism and heritage-led territorial development.
